Sosyal Güvenlik Reformu “olmazsa olmaz”!, Deniz Gökçe, Aksam, 04.02.08

Bugün sosyal güvenlik, emeklilik ve sağlık konusundaki düşüncelerimizi kısaca özetleyeceğiz.
Birincisi, Türkiye 1991 yılında S. Demirel’in erken emeklilik seçim vaadini yerine getirmesi sosyal güvenlik sistemini perişan etmiştir. Bugün ortalama emeklilik 46 ve ortalama hayat beklentisi (bebek ölümleri çıktıktan sonra) 77 yıl civarındadır. Yani hiçbir sosyal güvenlik ve emeklilik sistemi bu tür emekliliği kaldıramaz. Kaldı ki bir de kayıtdışılık olgusu var. Sağlık tarafı da zaten büyük bir sorun oluşturmakta idi.
Ancak Türkiye burada da durmamış, 1999 ve 2006 yıllarında da Sosyal Güvenlik Sistemi Reformu’nu uzlaşmasız bir yaklaşımla dondurmuş ve sistemin açıklarının yılda 25-30 milyar dolara gelmesine neden olmuştur. Burada akademisyenlerin ideolojisi, sendikaların uzun vadeli değil fırsatçı yaklaşımı, medyadaki konuyu anlamayan kişilerce yapılan ajitasyon, siyasi partilerin sosyal güvenliğe toplumun en önemli meselesi değil, birbirini hırpalama aracı olarak siyasi şekilde yaklaşmaları, açıkların daha da büyümesine neden olmuştur.
